The Board of Directors (CA)

  • allocates permissions and frequencies to local and regional radios (broadcast network radio)
  • gives a prior opinion on every application for a concession or permission to provide a media service from Luxembourg
  • decides on the admissibility of a complaint and the launch of an investigation
  • makes decisions on investigation files
  • approves the budget and the annual accounts

The ALIA Board of Directors consists of 5 members with a renewable 5-year term of office.

Since September 15, 2024 the members of the ALIA Board of Directors are:

Claude WOLF

Graduate journalist from University of Strasbourg, Claude WOLF began her professional career with France 3 and Radio France. Returning to Luxembourg after 12 years, she joined the RTL teams and participated in the launch of the first independent radio stations in Germany, before joining the magazine REVUE. She held the position of head of the editorial office from 1998 to 2010. She joined the Conseil national des programmes (CNP) in 2004 and was appointed vice-chairman in 2007. She represented the CNP in international meetings from 2010 onwards. Claude WOLF has been a member of the ALIA Board of Directors since its establishment in 2014.

Valérie DUPONG

Admitted to the bar in 1987, Valérie DUPONG practices as a lawyer in the law firm DUPONG, KRIEPS, DU BOIS et DIAS VIDEIRA. Specialising in professional liability and family law, she has long been passionate about children’s rights, which she defends through her professional and private commitments. Together with the ALIA team and the other members of the Board, she is in charge of the protection and education of minors, which are essential and unavoidable principles in a complex current and future media context.

Luc WEITZEL

Holding a law degree from University of Strasbourg and University of Paris (Panthéon-Assas), Luc WEITZEL joined the Court of Justice of the European Union where he worked as a legal secretary from 1989 until 2022. He is a member of the Grand-Ducal Institute (moral and political sciences section) and president of the Luxembourg Institute for Human Rights. As a specialist in European Union law and human rights, he has taught at the University of Luxembourg and at the National Institute for Public Administration. His publications relate above all to European Union law and fundamental rights, the protection of which has always been at the centre of his concerns.

Marc GLESENER

After his studies, Marc GLESENER worked for about twenty years for the media group St. Paul Luxembourg S.A where he successively held the positions of political editor, deputy editor-in-chief of the newspaper Wort, deputy director of all media, editor-in-chief of the newspaper Wort, director of information and editorial content of the group. At the same time, he was involved in politics with the CSV parliamentary group, assumed the presidency of the Luxembourg Journalists’ Union, was vice-president of the Press Council as well as co-author and editor of books and press articles published abroad. As a very regular commentator on radio waves, Marc GLESENER has been active as an independent consultant through his media communication agency M(a)Gsolutions since 2012; he is also an advisor to the management and communication department of Hôpitaux Robert Schuman.

The Management

The Director

  • performs all administrative and financial management acts
  • is the hierarchical head of ALIA’s employees
  • ensures the proper execution of ALIA’s missions and monitors compliance with legal texts, the implementation of regulations and related provisions
  • directs the investigations and attends Board meetings with an advisory role
  • implements the decisions of the Board

The Director is appointed by the Grand Duke, on the proposal of the Government Council, upon opinion of the Board of Directors, for a renewable term of 5 years.

Cindy Bauwens - Director

Since September 15, 2024 Cindy Bauwens is in charge of the management of ALIA.

The Consultative Assembly (AC)

The Consultative Assembly (AC)

  • must be consulted in the course of investigations based on complaints or if ALIA is acting upon its own initiative in the following areas:
    • protection of minors
    • incitement to violence, hatred and terrorism
  • must be consulted for any complaint or if ALIA is acting upon its own initiative in the context of access to cinematographic representations
  • may be consulted upon decision of the Board of Directors in the context of ALIA’s other fields of competence

The Consultative Assembly of ALIA consists of 24 members who are appointed for 5 years by the most representative organisations of the social and cultural life of the country.
