Permissions granted by ALIA

The Authority is in charge of granting permissions for low power transmitter radio services, namely:

  • local radio services
  • regional radio services (broadcast network radio)

Any application other than those for permissions for low-power transmitter(s) radio services, should be submitted to the Department of Media, Connectivity and Digital Policy.

Permissions and concessions granted by the Minister in charge of the media

After consulting with ALIA, the Minister in charge of the media grants concessions and permissions for the following services:

  • Luxembourg broadcast services for a resident public
    • television services
    • high power transmitter radio services
  • Luxembourg broadcast services with international reach
    • television services
    • radio services
  • Luxembourg satellite services
  • Luxembourg cable services

Notification requirement

Services transmitted by the following means are not subject to a prior concession or permission:

  • television services transmitted by other electronic communication networks (e.g., via the internet)
  • audio-visual media services of third countries using a Luxembourg uplink or Luxembourg satellite
  • audio-visual media services on demand (VOD)
  • video sharing platforms services (VSP)

Nevertheless, any provider intending to offer this type of service must, at the latest 20 days before the launch of said service, notify the Minister in charge of the media.

With this notification, the provider undertakes to give the Authority free and decrypted access to its service or to provide all information required for the supervision.
