Eight key points for the reform of the law on electronic media

Is a law that dates back to 1991 and has only been amended on specific points since it came into force still suitable to address today’s challenges? Certainly not! This was the unanimous conclusion of those present at the symposium “Faced with the challenges of digitalisation, what reform is needed for the law on electronic media?” (Face aux défis de la digitalisation, quelle réforme de la loi sur les médias électroniques ?) organised by ALIA on 25 and 26 April 2023.

The significant transformations in the media landscape since then have raised numerous questions about regulatory issues not adequately addressed by the existing law. In order to contribute to future political debates on this subject, ALIA has compiled a White Paper proposing reform directions that the Authority believes should be included in any overhaul of the 1991 law on electronic media.

The key points encompass expanding the regulator’s supervision to include the Internet, institutionalising media literacy and including tools in the law to combat disinformation. To enable ALIA to carry out these new missions, it is imperative to enhance its institutional structure.
